Draft plan: introduction
This plan has been created by the community to present our aspirations of how Kilmadock can be made a better place to live, work and visit over the next ten years.
This is the community’s third action plan and its first Local Place Plan (LPP). LPPs are community-led plans setting out proposals for the development and use of land. They may also identify land and buildings that the community considers to be of particular significance to the local area. They were introduced by the Planning (Scotland) Act 2019, and local planning authorities will consider the contents of LPPs when drafting future Local Development Plans.
On behalf of the community, and in partnership with Kilmadock Community Council, Kilmadock Development Trust has guided the process to create this plan. It contains details of land and buildings of local significance; proposals for specific areas of land or buildings; requests for action by public authorities; and, proposals for community-led action.
It has been drafted based on contributions by people from across the community between July 2022 and Autumn 2023.

A Local Place Plan is a plan for a place that is created by a local community.
They were introduced by the Planning (Scotland) Act 2019 and are one of four layers of the development planning context in Scotland (see below).
Any new Local Developments Plans are informed by the National Planning Framework (currently NPF4), Regional Spatial Strategies and any Local Place Plans. Local Place Plans themselves should consider the content of the National Planning Framework and current Local Development Plan (LDP).
For our Local Place Plan, the place is Kilmadock; a rural civil parish and community council area. The plan should be used to drive forward change, improvement and action that makes Kilmadock a better place to live, work and visit. The community should be at the heart of this drive, but can’t do it alone. Support from public sector organisations and external investment is vital to deliver on the plans contents.
Like most rural communities, Kilmadock is part of other places and has places within it. While historically in Perthshire, Kilmadock is one of 42 community council areas in Stirling local authority. We are part of the Trossachs & Teith ward. The district of Stirling itself is part of Forth Valley regional health board and the Tayside & Central Regional Transport Partnership (TACTRAN).
Within Kilmadock, Doune, Deanston, Buchany and Argaty are all distinct places with their own features and characteristics.
Our Local Place Plan includes an overview of Kilmadock today; ten main goals for the next ten years; a local outlook on topics contained in the National Planning Policy of NFP4; and, a number of Community Plan policies, that are seeking community endorsement in the final step of process to create this plan, the Community Poll.
